Case Study: In-Building Mobile Signal Transformation at Federation Council’s Corowa Depot

Background
The Federation Council’s Corowa Depot was facing critical mobile coverage issues within its office areas, with staff unable to make or receive phone calls or access essential web-based tools such as email on their mobile devices. These limitations significantly affected productivity, safety, and operational communication. Broadtec was engaged to design and deploy a reliable solution to enhance indoor mobile signal coverage across both the Telstra and Optus networks.

Prior to deployment, indoor mobile signals were so weak that staff could not consistently send or receive calls, use data services, or access mobile-based operational apps. The lack of in-building cellular signal coverage posed serious challenges for field communication and emergency responsiveness.

​Solution
​
Broadtec designed and installed a multi-carrier Distributed Antenna System (DAS) tailored for the site. This included:
  • 2x CEL-FI GO G41 Repeaters, one configured for Telstra and one for Optus – providing up to 100 dB gain.
  • High-gain external LPDA antennas mounted on a 3m collared roof mast, capturing strong outdoor signals.
  • Slim series ceiling antennas and a Powertec 4x4 hybrid combiner, distributing signal efficiently throughout the office.
  • PTL-400 coaxial cabling and professional-grade termination.
  • Full system compliance with ACMA and carrier regulations.

The project was executed with full site safety compliance, including roof access harnessing and alignment tools as shown in the deployment photos.
​Results
​
Upon completion, a post-installation test revealed dramatic improvements in mobile performance:
  • Telstra and Optus devices achieved consistent speeds of 50 Mbps down / 20 Mbps up.
  • Users could reliably make and receive calls, access mobile data, and run cloud-based applications.
  • Coverage was confirmed in previously blacked-out zones including the workshop, admin areas, and vehicle bays.

​Electronic mail, or email, was invented in 1971 by Raymond Tomlinson. ​During the recent Victorian school holidays, Broadtec (ATS) successfully upgraded the PA systems at Wooragee Primary School and Rutherglen Primary School. 

At Wooragee Primary, external speakers were installed to enhance coverage for PA messaging, bells, music, and emergency alerts, ensuring seamless communication across the school grounds. 

Similarly, Rutherglen Primary saw the installation of new speakers both externally and internally, along with a comprehensive PA system upgrade. 

These projects, executed with minimal disruption, have significantly improved the communication infrastructure and safety measures at both schools, providing a robust and reliable solution for their needs.

The total project budget for the complex was $2.8 billion as of Jan 2024 Transport NSW.
